13. तब राजा ने समय समय का भेद जानने वाले पणिडतों से पुछा (राजा तो नीति और न्याय के सब ज्ञानियों से ऐसा ही किया करता था।

(13-14) यह एक परम्परा थी कि राजा को नियमों और दण्ड के बारे में विद्वानों की सलाह लेनी होती थी। सो महाराजा क्षयर्ष ने नियम को समझने वाले बुद्धिमान पुरुषों से बातचीत की। ये ज्ञानी पुरुष महाराजा के बहुत निकट थे। इनके नाम थे: कर्शना, शेतार, अदमाता, तर्शीश, मेरेस, मर्सना और ममूकान। ये सातों फारस और मादै के बहुत महत्वपूर्ण अधिकारी हुआ करते थे। इनके पास राजा से मिलने का विशेष अधिकार था। राज्य में ये अत्यन्त उच्च अधिकारी थे।
