17. किन्तु किसी देश के लिये यह बहुत अच्छा है कि उसका राजा किसी उत्तम वंश का हो। किसी देश के लिये यह बहुत उत्तम है कि उसके अधिकारी अपने खाने और पीने पर नियन्त्रण रखते हैं। वे अधिकारी बलशाली होने के लिये खाते पीते हैं न कि मतवाले हो जाने के लिये।
